This report addresses the renewable portfolio standard provision of S.1766. At Senator Murkowski's request it also includes an analysis of the impacts of a renewable portfolio standard patterned after the one called for in S.1766, but where the required share is based on a 20 percent RPS by 2020 rather than the 10 percent RPS called for in S.1766.
