Voluntary Reporting of Greenhouse Gases Program
Structure of Form EIA-1605

The Form EIA-1605 is divided into four Schedules. For a report to be considered complete, Schedule I and at least one other Schedule must be filled out. The four Schedules are:

Schedule I. Entity Information and Certification. This schedule, which asks for general entity-identification information, must be completed by all reporters filing a 1605(b) report.

Schedule II. Project-Level Emissions and Reductions. This schedule allows the reporter to provide detailed information on specific emission reduction or sequestration activities undertaken. It is divided into 10 individual sections, based on type of project carried out, and it is only necessary to complete the sections for which projects were undertaken.

      Section 2.  Cogeneration and Waste Heat Recovery
      Section
3.  Energy End Use
      Section
4.  Transportation and Off-Road Vehicles
      Section
5.  Waste Treatment and Disposal-Methane
      Section
6.  Agriculture-Methane and Nitrous Oxide
      Section
7.  Oil and Natural Gas Systems and Coal Mining-Methane
      Section
8.  Carbon Seqeustration
      Section 9.  Halogenated Substances
      Section 10. Other Emission Reduction Projects

Schedule III. Entity-Level Emissions and Reductions. This schedule allows the reporter to provide aggregate entity-wide greenhouse gas emissions/reductions/sequestration data. The following data may be reported on Schedule III:

Actual emissions for the baseline period of 1987 through 1990; Actual emissions for the subsequent years 1991 through the current data year; Emission reductions for 1991 through the current data year; Increases in seqeustration for 1991 through the current data year; Text describing estimation method, scope of the report and supplemental information.

Schedule III is divided into six categories that differentiate between direct and indirect emissions/reductions, as follows:

There are also four parts of Schedule III where the distinction between direct and indirect is not drawn:

Part IVa. Total Emissions
Part IVb. Total Reductions

Part V. Additional Information

Schedule IV. Commitments to Reduce Greenhouse Gases. This schedule allows reporters to report commitments, usually made under one of the Climate Change Action Plan Voluntary Programs. These commitments may take several forms:

Section 1. Entity Commitments is used to describe entity-level commitments to reduce emissions of greenhouse gases, and corresponds with Schedule III, as described above.
Section 2. Financial Commitments allows reporters to report commitments in terms of a financial commitment or dollars pledged towards emission reduction or sequestration activities or research.

Section 3. Projects to Reduce Greenhouse Gases is used to report commitments to undertake specific projects or actions, and corresponds with Schedule II, as described above.
