
The Energy Information Administration (EIA) is pleased to announce the launch of the tenth reporting cycle of the Voluntary Reporting of Greenhouse Gases Program with the release of reporting forms and software for reporting data through 2003. We have posted the updated software that includes the 2003 electronic form on our Web site at http://www.eia.doe.gov/oiaf/1605/frntvrgg.html. We have also posted electronic copies of the paper reporting forms (Forms EIA-1605 and EIA-1605EZ) at this site.
We have sent the CD-ROM, the Electronic Form for Data Through 2003 and 2002 Public Use Database and the paper forms to the printer and will mail these items out to all previous reporters and individuals who have requested them. The CD-ROM also includes the 2002 Public Use Database of all non-confidential reports received by the Program to date, a querying tool for developing custom queries of the information in the database, and a library of documents and reporting tools, such as the spreadsheet versions of the recycling, urban forestry, and reforestation worksheets updated for 2003 reporting. All of the materials on the CD-ROM are also available on our web site at http://www.eia.doe.gov/oiaf/1605/frntvrgg.html.

EPA's Climate Leaders Program Continues to GrowEPA also announced the addition of thirteen new partners to the program. Partners are committed to completing greenhouse gas inventories and developing emissions reduction targets. In a related development, an interagency group from DOE, EIA, and EPA met in early April to assess the compatibility of the proposed 1605(b) enhancements and the Climate Leaders Program. The group found no "show-stopper" issues and agreed that the enhanced 1605(b) Program should be flexible enough to accommodate reports from Climate Leaders partners. |

Next Round of Guidelines To Be Released in Early SummerDOE/PI is also developing Technical Guidelines that will provide the additional guidance necessary for EIA to implement the basic framework set forth in the General Guidelines and define more precisely the permissible methods of measuring and calculating emissions and reductions. At the same time, EIA is developing a draft reporting form to collect the information specified by DOE/PI's guidelines. DOE/PI and EIA are planning a coordinated release in early summer of the revised proposed General Guidelines, proposed Technical Guidelines, and draft reporting forms. Another public workshop will be scheduled in either July or September 2004 to solicit input on these documents. Following another formal comment period, DOE/PI will issue final guidelines by the end of the year. EIA intends to release the reporting form and instructions in early 2005 and initiate the first reporting cycle of the enhanced 1605(b) Program in the Spring 2005.
