The Energy Information Administration (EIA) is pleased to announce the launch of the ninth reporting cycle of the Voluntary Reporting of Greenhouse Gases Program with the release of reporting forms and software for reporting data through 2002. We have completed the mail-out of the updated paper forms and the CD-ROM, the Electronic Form for Data Through 2002 and 2001Public Use Database. In addition to the reporting software, the CD-ROM includes the 2001 Public Use Database of all non-confidential reports received by the Program to date, a querying tool for developing custom queries of the information in the database, and a library of documents and reporting tools, such as the spreadsheet versions of the recycling and urban forestry worksheets, and the new reforestation worksheet (see story on back page). EIA Releases Reforestation Worksheet EIA has completed an Excel-based worksheet that helps participants in the Voluntary Reporting of Greenhouse Gases Program estimate the carbon sequestered by reforestation projects that involve planting trees over large areas. The underlying method for calculating carbon sequestration is taken from the Forestry Section of the Guidelines Supporting Documents (“Sector-Specific Issues and Reporting Methodologies Supporting the General Guidelines for the Voluntary Reporting of Greenhouse Gases under Section 1605(b) of the Energy Policy Act of 1992,” U.S. Department of Energy, DOE/PO-0028, October 1994, Section 5, Volume II). As users of this worksheet must refer to sequestration tables presented in the Forestry Section of the Guidelines Supporting Documents, an electronic copy of this document is included in the spreadsheet. USDA Holds Forestry and Agriculture Meetings The U.S. Department of Agriculture (USDA) hosted two meetings in January 2003 to solicit input from stakeholders on accounting rules and guidelines for reporting greenhouse gas emissions, emission reductions, and carbon sequestration from forestry and agriculture for use in an enhanced 1605(b) Program. Separate meetings were held for agriculture and forestry, each of which was attended by over 100 participants. Copies of the presentations made at these meetings and related background issue papers are available on USDA’s Web site at http://www.usda.gov/agency/oce/gcpo/greenhousegasreporting.htm. USDA strongly encourages interested parties to send comments on forestry and agriculture rules and guidelines for the enhanced 1605(b) Program by e-mail to ghgcomments@oce.usda.gov. The stakeholder comments submitted to date can be viewed at the above USDA Web site. Comments Still Being Accepted on Enhancement of 1605(b) The Department of Energy’s Office of Policy and International Affairs (DOE/PI) is still accepting stakeholder comments on the enhancement of the Voluntary Reporting of Greenhouse Gases Program.
