EIA's consolidated reports (the State Energy Data Report, the Monthly Energy Review, and the Annual Energy Review) present monthly and annual data on electricity consumption. For the commercial sector, these data are based on electricity sales, described in item C5.

Furthermore, in consolidated reports, the following are included in the commercial sector for electricity consumption:

• sales to buildings of municipalities, divisions, or agencies of State and Federal governments under special contracts or agreements;
  
• sales for street and highway lighting.
