Prices and Expenditures

The State Energy Data System (SEDS) comma-separated value (CSV) files contain the price and expenditure data shown in the tables located on the SEDS web page at http://www.eia.doe.gov/emeu/states/_seds.html. The first record in each file serves as a column heading and contains information about the data in each of the following records. Each data file record that follows begins with the State code (2 characters), followed by the data identifier (5 characters), followed by the 36 values for the years 1970 through 2005, with all items separated by commas. The data are expressed with five decimal places and explicit decimal points are included in numeric fields. All items are enclosed in quotes, which means some systems will read numeric values as alphanumeric unless they are converted. Each file contains SEDS prices in nominal dollars per million British thermal units (Btu) and expenditures in million nominal dollars.
There is a CSV file for each State, named with the two-letter U.S. Postal Code listed in Appendix A, as well as a file for the United States, available on each individual State or U.S. page. In addition, there are three files that contain data for all States and years available at the main State data page http://www.eia.doe.gov/emeu/states/_seds.html. "Prices, 1970-2005" (pr_all.csv or the compressed pr_all.zip) contains the price data for all States, and "Expenditures, 1970-2005" (ex_all.csv or the compressed ex_all.zip) contains the expenditure data for all States. The third file, "Adjusted Consumption for Expenditure Calculations" (pr_adjust_consum.csv) contains adjusted consumption data used in calculating expenditures for all States and years.
The data contained in these CSV files are in greater precision expressed with five decimal places, while the data contained in the published tables are rounded. The decimal place precision reflected in these files is the same as that used in the SEDS and is provided so that users can completely duplicate SEDS calculations; however the precision does not necessarily reflect the statistical accuracy of the numbers. Users should see the sources cited in the SEDS Price and Expenditure Technical Notes at http://www.eia.doe.gov/emeu/states/_seds_tech_notes.html for a discussion of statistical considerations concerning specific data series. Data are stored as positive numbers in the data files, although they may be shown as negative numbers in some of the report tables. The most notable example is electric power sector fuel expenditures.
The data files contain additional data series not shown in the report tables that have frequently been requested by customers. These additional data include the individual petroleum products in "Other Petroleum Products" used in the industrial sector.
Expenditure estimates are calculated as the product of the price and consumption estimates. The consumption estimates are also from SEDS and cover 1960 through 2005. A discussion of the consumption estimation methodologies is contained in the SEDS Consumption Technical Notes available at the same Web page. Consumption data used in the price and expenditure tables are not always identical to those contained in the consumption data tables. Section 7 "Consumption Adjustments for Calculating Expenditures" in the Technical Notes explains the adjustments. The SEDS consumption tables are available on the same main State data page with the price and expenditure tables.

Appendix A lists the State codes. Appendix B is a list of the components of the key variables and definitions of the various characters. A copy of the column headings used in the SEDS price and expenditure tables is contained in Appendix C with the associated names of the key variables. Appendix D shows individual petroleum products covered under "other petroleum" in the price and expenditure tables. Appendix E identifies the process fuel and intermediate product consumption variables and the adjusted consumption variables used in expenditure calculations.

In the Total Energy tables, "Other Petroleum" (P1TCD/V) also includes asphalt and road oil, aviation gasoline, kerosene, and lubricants.
Consumption Adjustments for Calculating Expenditures
Process fuel, intermediate product, adjusted consumption and uncosted renewable consumption variables included in these files are in a CSV file named "Adjusted Consumption for Expenditure Calculations" (pr_adjust_consum.csv). Not all associated SEDS consumption variables are displayed here, but they are available on the SEDS files. The most recent year's data are shown in SEDS Price and Expenditure Table TN55. In all cases, SEDS consumption minus process fuel, intermediate product, or uncosted renewables consumption equals adjusted consumption used in the price and expenditure tables.
