Energy costs account for 12-15% of the cost of
manufacturing steel, on the order of $50 per ton [AISI 1995]. In
1994, the industry spent about $6.5 billion on energy, roughly 9% of all energy
expenditures in the manufacturing sector [MECS 1994].
