Who owns and occupies them? Government vs. Nongovernment Over half of all education buildings are government-owned, almost all by either local or state government.
Government-owned education buildings are larger than nongovernment-owned education buildings (an average of 28.6 thousand square feet per building vs. 19.9 thousand square feet per building).
Buildings that are "owner occupied" are those where the owner or the owner's business is present in the building. For example, a day care service that leased an entire building would not be considered to be owner occupied. Most education buildings are owner occupied—93 percent of government-owned and 94 percent of nongovernment- owned education buildings are owner occupied.
