05/99:  
Although several bills were introduced in the 1999 legislative session to restructure the industry, no electric restructuring measures were acted on when the session adjourned May 2.

04/98:  The Task Force's restructuring bill was not acted on in the 1998 session.

02/98:  The Retail Wheeling Task Force's restructuring bill was introduced in legislature. Also being considered was a bill to establish a joint committee on taxation of public utilities and a bill to require utilities to disclose generation, transmission, and distribution charges and sales, use, and franchise taxes and any fees relating to the retail sale of electricity.

01/98:  The Retail Wheeling Task Force issued a final report and draft restructuring bill that calls for retail access after July 2001.

09/97:  The National Regulatory Research Institute released its "Assessment of Retail Competition in Kansas' Electric Power Industry," a report done at the request of the Kansas Corporation Commission.

04/96:  The Retail Wheeling Task Force was established with passage of House Bill 2600. The bill prohibits the Commission from authorizing retail competition prior to July 1999, and froze retail rates for 3 years. A final report with a model for legislation was scheduled to be due before January 1998.
